Fancy Youth Programme


The Ministry of Education and the National Commission for Unesco held a closing ceremony for the youth program that was executed by the North Windward Tourism Association Fancy Chapter.

The ceremony was held at the Fancy Government School on Monday 23rd August 2010.  The youth PATH  Program was initiated by Unesco to address its priority issues of alleviating poverty and developing capacities among the youths.

It utilizes concepts of the development and management of heritage sites at the national level to foster community development and indigenous entrepreneurship.






This year, the North Windward Tourism Association Fancy Chapter, was nominated for funding of US$7,000 to develop a project proposal.  Together with the Ministry of Tourism and Unesco’s office, the group developed their project which was executed in a four month period.

This indigenous group of young vibrant persons sought training in the development and documentation of natural and cultural heritage sites, namely the relic of an old water wheel which lies to the front of the Fancy clinic.

It is the group’s hope that one day this site would become a centre of internal or international tourism and in so doing, empower them to achieve economic freedom and self esteem.

The Old Water Wheel, Fancy Village, St. Vincent & the Grenadines

Built around 1904, the wheel was part of the Fancy Arrowroot Mill. The mill was used to grind the arrowroot.  The production of arrowroot was one of the main employment generators for the community in the 1960’s.  Harvesters sold their produce to the mills for as much as twelve cents per basket.





Due to the lack of electricity, it was powered by water which flowed from the Fancy River through troughs and long canals to the factory.  Remnants of a dam and concrete canals can also be seen behind the Fancy Unity Farmers Cooperative Office.

The names of some prominent former managers of the mill are: Mr Vernon Theobalds, Edgerton Richards, Lester Richards, Basil Balcombe.

The wheel is located in front of the Fancy Health Clinic.
